Administrative procedures

Administrative Procedures Performed by the State Enterprise “Main Department of Capital Construction” in Accordance with Decree No. 200 of the President of the Republic of Belarus dated April 26, 2010

An interested party shall apply for an administrative procedure to the responsible officials on working days: Monday to Thursday from 8:30 to 17:30, Friday from 9:00 to 16:45, lunch break from 13:00 to 13:45.

If a representative of the interested party applies for an administrative procedure, the representative may be required to submit documents confirming their authority (Part 3, Clause 1 of Decree No. 200 of the President of the Republic of Belarus “On Administrative Procedures Carried Out by State Bodies and Other Organizations upon Applications of Citizens” dated April 26, 2010).

An application of an interested party shall be submitted orally during a personal appointment, or in writing during a personal appointment, or via courier, or by post, unless the legislation on administrative procedures requires the personal presence of the interested party.

List of Administrative Procedures Performed by the State Enterprise “Main Department of Capital Construction”:

1.1.5. Adoption of a decision on registering (reinstating) citizens in need of improved housing conditions; amending the family composition with which a citizen is registered as in need of improved housing conditions; inclusion in special waiting lists for improved housing conditions; division (merger) of the waiting list; transfer of the waiting list from a citizen to an adult member of their family.

1.1.7. Adoption of a decision on removing citizens from the register of those in need of improved housing conditions.

1.1.8. Adoption of a decision on registering citizens wishing to obtain residential premises in a dormitory.

1.1.23. Adoption of a decision on inclusion in a homebuilders’ association formed from among citizens registered as in need of improved housing conditions.

1.3.1. Issuance of a certificate confirming registration as a citizen in need of improved housing conditions.

2.1. Issuance of an extract (copy) from an employment record book.

2.2. Issuance of a certificate confirming place of employment, service, and position held.

2.3. Issuance of a certificate confirming the period of employment or service.

2.4. Issuance of a certificate confirming salary (remuneration) amount.

2.5. Granting of maternity allowance.

2.6. Granting of childbirth allowance.

2.8. Granting of allowance to women registered with healthcare organizations prior to the 12th week of pregnancy.

2.9. Granting of child care allowance for a child under 3 years of age.

2.9-1. Granting of allowance to families with children aged 3 to 18 years during the period of caring for a child under 3 years of age.

2.12. Granting of allowance for children over 3 years of age from certain categories of families.

2.13. Granting of temporary disability allowance for caring for a sick child under 14 years of age (or a disabled child under 18 years of age).

2.14. Granting of temporary disability allowance for caring for a child under 3 years of age or a disabled child under 18 years of age in the event of illness of the mother or another person actually providing child care.

2.16. Granting of temporary disability allowance for caring for a disabled child under 18 years of age during sanatorium-treatment or medical rehabilitation of the child.

2.18. Issuance of a certificate confirming the amount of child allowance and the period of its payment.

2.19. Issuance of a certificate confirming return to work or service prior to the expiration of child care leave for a child under 3 years of age and termination of allowance payment.

2.20. Issuance of a certificate confirming alimony deductions and their amount.

2.25. Issuance of a certificate confirming that the applicant is on child care leave until the child reaches the age of 3 years.

2.29. Issuance of a certificate confirming the period for which maternity allowance was paid.

2.35. Payment of funeral grant.

2.44. Issuance of a certificate confirming that no voucher for sanatorium-treatment and health improvement for children has been allocated in the current year.

18.7. Issuance of a certificate confirming the presence (absence) of writs of execution and (or) other claims for recovery from the applicant of arrears in taxes, other unfulfilled obligations to the Republic of Belarus, its administrative-territorial units, legal entities and individuals, for the purpose of resolving the issue of renouncing citizenship of the Republic of Belarus.

18.13. Issuance of a certificate of income, calculated and withheld amounts of personal income tax.

Other documents and (or) information required for the implementation of an administrative procedure shall, upon request of the state body (or other organization) to which the citizen has applied, be submitted in accordance with the established procedure by state bodies and other organizations authorized to issue them; such documents and (or) information may also be submitted by the citizen independently.

Refusal to accept an application of an interested party shall be made in cases specified in Article 17 of the Law of the Republic of Belarus No. 433-Z dated October 28, 2008 “On the Fundamentals of Administrative Procedures”.

Refusal to perform an administrative procedure (refusal to issue a certificate, other document (decision) to an interested party) shall be made in cases specified in Article 25 of the Law of the Republic of Belarus No. 433-Z dated October 28, 2008 “On the Fundamentals of Administrative Procedures”.
